The Italian Customs and Monopolies Agency has added Polymarket to its blacklist of unauthorized gambling websites. This regulatory action marks the platform’s second block in the country and follows recent restrictions across several European markets.
The ADM decision places the New York–based prediction platform alongside illegal offshore betting operators. The agency must now submit a report to the Rome Public Prosecutor’s Office, which may trigger criminal proceedings. Italy operates one of the continent’s largest betting sectors, with gross gambling revenue reaching €333.7m in December.
The online segment underwent restructuring last year, limiting active licenses to 46 operators and removing the option to run branded skins.
European Regulatory Actions and Market Scope
Prediction platforms face coordinated scrutiny across the EU. Polymarket encountered blocks in France during 2024 and in Belgium during 2025, while Spanish authorities issued a temporary restriction alongside rival Kalshi in April. Nine European regulators launched a joint initiative last month to address player protection and market integrity concerns.
In Germany, the GGL opened an investigation into ADI Predictstreet, which secured a Gibraltar gambling license earlier this year. The European Securities and Markets Authority also noted that yes-or-no contracts with fixed payouts may be classified as binary options, restricting their marketing to retail customers.
The timing of the Italian block coincides with a €19m sponsorship agreement between Polymarket and Serie A club SS Lazio, announced in April 2026. Stefano Tino, Managing Director of Betsson’s Southern Europe division, stated, "The ADM ruling reinforces the principle that uniform regulations must apply to all market participants."
Polymarket previously appeared on the ADM blacklist in late 2025 before being reinstated following legal proceedings at the Regional Administrative Court of Lazio. The current restriction supersedes that earlier resolution.
